TOUGHGOV.COM was created by Dr. Shawn Granger to help people better understand government systems and equip them with the tools to improve their communities. The work strives to enhance our understanding of government processes for a better world.

Who Am I?

Dr. Shawn Granger

Dr. Shawn Granger is a seasoned Public Administrator with over two decades of experience in local government. His educational background includes a Doctorate in Public Administration from the University of La Verne (ULV) and a Master's in Public Administration from California State University Northridge (CSUN).

Throughout his career-spanning roles at cities in Southern California, Granger has demonstrated expertise in managing multi-million dollar budgets and developing internal and external 311 citizen service centers. He successfully managed many inter-organizational projects. He is actively involved in several professional organizations. He has served as a Security Mentor for multiple cities through the Center for Internet Security (MS-ISAC), Co-Chair on the Task Force on Artificial Intelligence Policy for the Municipal Information Systems Association of California (MISAC), and the Southern California Chapter of American Society for Public Administration Board Member (ASPA) VP of Marketing and Communications.

Dr. Granger's work has included significant contributions to digital equity solutions within Los Angeles County, including the WiFi Project to provide internet access for homeless residents in transitional housing. He has long been an advocate for greater efficiencies and improved services for the communities.
